Valid Values: A valid value for the ctrleventpoollowthreshold is greater
than or equal to 0 and less than or equal to 100.
Changes Take Effect: At start/restart
Once the mpc.ctrleventpoolthreshold value is reached for an individual event pool, the number of used events in that pool
must drop below the low threshold value before calls can be accepted.
Only enabled if mpc.ctrleventpoolthreshold is non-zero.
The value is in percentage (%).
