Valid Values: A valid percentage must be in the range 0-100 inclusive
Changes Take Effect: At start/restart
Specifies the minimum portion (in percentage) that preconn signal must be
detected from a signal to consider the signal as a preconn tone. The configuration
does not apply to any ringback detection and "Ontime ringback matching percentage"
should be used instead.
