Specifies whether RFC3984 single-time aggregation packet type A (STAPA) can be used
when non-interleaved packetization mode is negotiated. When non-interleaved mode
is negotiated as the packet transport mode, single NAL unit, STAPA and fragmentation
type A packets will be sent by default. Alternatively, this configuration, when set
to Disable, can allow only single NAL unit and fragmentation type A packets to be used.
